I’d say C is the best answer, but B wouldn’t be entirely wrong.
Both b and c are grammatically correct.
A is incorrect grammar.
“The one is the same as the one” is like saying “Blue is the same as blue.”
B and C are correct grammar though!
But B would be the most proper grammar.
