The final exams in English language in my country were very ehm interesting this year(they contained a few mistakes etc). I was asked about one question, but could not answer with certainty. Therefore I need your help.This is the sentence:

Last summer, after (relocating/having relocated) to the U.S., I decided to revisit it to see what (happened/had happened) almost exactly one hundred years ago.
NOTE: ‘it’ does not refer to the U.S., but to some kind of old residence

An example of this is – 23 IS a prime number. (“is” shows that its singular)
If hats grammatically correct.
Then why is this example also grammatically correct – 23 WERE killed in a fatal taxi accident. (“were” shows that it is plural)
What is the reason for the second example being correct? (don’t be afraid to over explain ) =)
